BRYAN RAILTON
Business Manager

BIOGRAPHY

Bryan is a fourth-generation Operating Engineer, who spent much of his career as a crane operator with Fraser River Pile & Dredge. Joining IUOE Local 115 staff in 2013, Bryan served as President, Organizer, and Trustee on the OE Pension & Benefits Plan, driving significant improvements. Following in his father Lionel’s footsteps, his leadership and advocacy continue to elevate the union’s values and legacy.

BIOGRAPHY

Brian first became an IUOE Local 115 member in 1992 and has been on staff since 1997. He has worked across multiple district offices, including Kamloops, Cranbrook/Sparwood, and Burnaby. He has held roles as Business Representative, Assistant Business Manager, Director of Training Association, and Pension and Benefits Trustee. His notable work includes collective bargaining and negotiating key projects like the Site C Dam and community benefits agreements.

JOSH TOWSLEY
TREASURER

BIOGRAPHY

Josh has been an IUOE Local 115 member since 2015, serving as Assistant Business Manager and Recording Corresponding Secretary since 2017. A former Pension and Benefits Trustee, Josh now serves as the Assistant Administrator, Benefits and Pensions. He leads political engagement, advances health and safety, and negotiates the Standard Construction Agreements.

BIOGRAPHY

Brian joined the union in 1988 as a Heavy Duty Mechanic apprentice and later earned his Red Seal. Serving as Training Coordinator for seven years, he supported apprenticeships and became a Pension and Benefits Trustee. Since 2018, he has been the Director of Education, Financial Secretary, and Business Rep, reflecting his dedication to IUOE Local 115.

FINANCIAL SECRETARY

BIOGRAPHY

Leanne’s IUOE Local 115 journey began in 2014 as a Heavy Equipment Operator apprentice. She completed the Asphalt Laydown Technician course, then worked on a Fraser Valley paving crew. In 2018, she joined the Executive Board as a rank-and-file Auditor. She’s an accomplished District 1 Business Representative, managing members on major BC government construction projects. Recently, she successfully lobbied industry and government for personal protective equipment (PPE) improvements for all workers.

BRIAN COCHRANE
BUSINESS MANAGER

BIOGRAPHY

Brian Cochrane has been with IUOE Local 115 for over 33 years, serving as Business Manager since 2010. He leads 14,000 members and 75 staff, oversees organizing, negotiations, and grievances, and chairs the Training Association and IUOE Pension and Benefits Plans. Brian’s leadership has delivered substantial benefits for Operating Engineers and strengthened labour standards for all workers in BC.

BIOGRAPHY

Wayne has been with IUOE Local 115 for over 24 years, following a career as a mechanic and serving as a Shop Steward. A second-generation Operating Engineer, Wayne has held roles including President, Trustee of the Benefits and Pension Plans, and currently Vice-President. He has led negotiations for major pipeline projects like Trans Mountain, CGL, and LNG Canada.

Josh has been an IUOE Local 115 member since 2015, serving as Assistant Business Manager and Recording Corresponding Secretary since 2017. A Pension and Benefits Trustee, he leads political engagement, advances health and safety, and negotiates the Crane Rental Agreement, consistently advocating for workers’ rights.
